3月からの新たな水際措置に伴う外国人留学生の入国についての文部科学大臣メッセージ

昨年11月30日から、新型コロナウイルス・オミクロン株への対応として、特段の事情のある方以外は、留学生を含む、外国人の方々の入国が停止されてきました。この間、日本で学びたいという留学生の皆さんからの切実な声、大学や専門学校、日本語教育機関など教育機関からの声、国内外からのさまざまな声を受けて、私としても一刻も早い円滑な入国に向けて、全力を尽くしてきているところです。

このたび、岸田文雄内閣総理大臣から、3月1日から、大学などの管理の下、待機期間が短縮されるなどの形で、観光目的以外の外国人の新規入国が認められ、1日当たりの入国者数の上限を引き上げられる新たな水際措置の方針が示されました。この新しい措置は、留学生の皆さんの入国を実現する上での第一歩となると考えています。

全ての留学生の皆さんが入国するには今しばらく時間がかかると思いますが、新型コロナウイルスの感染状況を落ち着かせ、段階的に国際的な人の往来を再開していくための重要なプロセスであることについて、どうかご理解とご協力をお願いいたします。

文部科学省としては、これまで2年あまり待機されていた留学生の皆さん、そして新学期を日本で迎えることを希望している留学生の皆さんが、可能な限り速やかにかつ継続的に入国できるよう、また、より多くの留学生に更なる門戸が開かれるよう、大学などと協力して、感染対策を講じ、安心して迎え入れる環境の整備に全力で取り組んでまいります。

Message from the MEXT Minister regarding international students’ entry into Japan based on the new border measures.

 

As a measure against the spread of the Omicron COVID-19 variant, from November 30 last year, the new entry into Japan of foreign nationals, including international students, was suspended, other than those foreign nationals under special circumstances. Since then, in response to the earnest requests from international students who want to study in Japan, the views of universities, professional training colleges, Japanese language education institutions and other educational institutions, and the various voices within and outside Japan, I have been making all efforts for the unimpeded entry of foreign nationals as soon as possible.

 

At this time, Prime Minister Kishida Fumio announced new border measures that will allow the new entry into Japan of foreign nationals other than tourists, shorten the self-isolation period under the supervision of universities, etc., and raise the upper limit on the number of foreigners permitted to enter Japan each day. I believe that these measures will be the first step for having international students enter Japan.

 

Although I think that some time will still be needed for all international students to come to Japan, we are now in the important process of curbing COVID infections and resuming step by step the international movement of people. I sincerely hope for your understanding and cooperation during this period.

 

We at MEXT are doing our utmost to prepare an environment where we can welcome you safely and securely by taking all necessary COVID countermeasures in cooperation with universities. We are focused on ensuring that all of the international students who have been patiently waiting for over two years to study in Japan and those who are hoping to start the new semester in Japan will be able to enter Japan as soon as possible and continuously, and at the same time, we are aiming to open the doors to many more international students.

Thông điệp từ bộ trưởng bộ GD-TT-KH-CN Nhật Bản về chính sách nhập cảnh sau khi áp dụng biện pháp thắt chặt biên giới mới từ tháng 3 đối với du học sinh nước ngoài.

Từ 30/11 năm ngoái, theo chính sách phòng chống chủng omicron, ngoại trừ những người có lý do đặc biệt, tất cả người nước ngoài bao gồm cả du học sinh đều bị cấm nhập nhập cảnh vào Nhật. Thời gian gần đây, tôi đã nhận được rất nhiều phản ánh từ trong và ngoài nước, trong đó có các em du học sinh với mong muốn được học tập tại Nhật và phía các cơ quan đào tạo như trường đại học, trường chuyên môn, trường tiếng v.v… Bởi vậy, tôi cũng đang nỗ lực hết sức với mong muốn có thể thúc đẩy hoạt động nhập cảnh được triển khai càng sớm càng tốt.

Thủ tướng Fumio Kishida đã ban hành chính sách thắt chặt biên giới mới từ ngày 1/3 năm nay, cụ thể là thời gian cách ly có thể được rút ngắn nếu có sự quản lý của các cơ quan như trường đại học v.v…, phê duyệt việc nhập cảnh mới của người nước ngoài tới Nhật với mục đích khác ngoài du lịch, và đưa ra số lượng người tối đa sẽ tiếp nhận nhập cảnh trong 1 ngày. Tôi nghĩ chính sách mới này là bước tiến đầu tiên giúp các bạn du học sinh thực hiện kế hoạch nhập cảnh của mình.

Tôi nghĩ có thể sẽ còn mất một khoảng thời gian nữa để tất cả các bạn du học sinh có thể nhập cảnh vào Nhật, nhưng đây là một bước quan trọng trong quy trình nhằm hạn chế tình hình lây nhiễm virus corona, dần phục hồi lại giao thông quốc tế, bởi vậy rất mong mọi người hiểu và phối hợp.

Để các bạn du học sinh đã chờ đợi trong suốt 2 năm nay, cũng như các bạn du học sinh có nguyện vọng nhập học mới có thể thuận lợi nhập cảnh liên tục vào Nhật sớm nhất có thể, bộ GD-TT-KH-CN đang phối hợp cùng phía các cơ quan đào tạo như trường đại học, thảo luận về các biện pháp phòng chống dịch, cố gắng hết sức để tạo ra một môi trường mà chúng tôi có thể an tâm chào đón các bạn.
